Graduates of Vocational Programs

Decree-law No. 11/2020 of April 2 created the special admissions process in higher education for those who hold dual certification for secondary education programs and certification for specialized artistic programs.

Those who have completed the following programs may apply to the licentiate or integrated master’s degree programs:

• Professional progams
• Learning programs/short courses
• Educational and training programs for young people
• Programs within the scope of the sector of the Turismo de Portugal, I.P. network of schools
• Specialized artistic programs
• Vocational training courses within the Training Program to Integrate Young People from the Autonomous Region of the Azores
• Specialized artistic courses in music at the secondary level
• Programs offered by a Member State of the European Union that are legally equivalent to Portuguese secondary education programs and that confer dual academic and professional certification and Level 4 classification in the European Qualifications Framework
• Other non-Portuguese programs that are legally equivalent to Portuguese secondary education programs and that confer dual academic and professional certification.

Those who hold dual certification for secondary education programs and certification for specialized artistic programs can apply for the licentiate degree programs that have openings.

Access to a particular licentiate degree program is still contingent on the applicant’s educational background. The National Committee for Higher Education Access (CNAES) published the grid of correspondence between CNAEF areas of dual certification programs and specialized artistic programs and CNAEF areas of licentiate degree programs.

To access a certain licentiate degree program,  it is also a requirement to pass theoretical or practical tests to evaluate the knowledge and skills that are indispensable for admission and progress in a Higher Education program.

Those who hold dual certification for secondary education programs and certification for specialized artistic programs and have passed the theoretical or practical tests assessing their knowledge and skills may apply for admission to a higher education program through the online system of the Directorate General of Higher Education (DGES).

Each Higher Education Institution can organize the tests that facilitate access to their cycles of study.

The Polytechnic Institutes of the North (Polytechnic Institute of Bragança, Polytechnic Institute of Cávado and Ave, Polytechnic Institute of Porto, and Polytechnic Institute of Viana do Castelo) and the University of Trás-os-Montes and Alto Douro constitute the North Network and organize the theoretical or practical tests that facilitate access to their licentiate degree programs.

Those who hold dual certification for secondary education programs and certification for specialized artistic programs, as well as the students in their last year of these programs, must register prior to taking the tests.

Applicants can register for the North Network tests on the website of the Association of Polytechnic Schools of the Northern Region (APNOR). Upon exam registration, a list of the licentiate degree programs that the applicant can apply to is presented.
