Students who cumulatively meet the following conditions may apply for admission to a particular program and higher education institution:
Note: This information does not exempt the student from referring to the DGES website http://www.dges.mctes.pt.
To be able to apply, the student must obtain the updated Secondary Education National Exam (ENES) form relative to to the year in question (essential document for the application). Even if they do not take any exams in that year and intend to use only the national exams taken in previous years, the student must re-enroll in the secondary school within the period of the national exams in order to register and later issue the form under the terms indicated in the Deliberation of the National Committee for Higher Education Access (CNAES) published annually, which is available at http://www.dges.mctes.pt.
The number of openings for each program at each higher education institution is set annually by the institutions themselves. They take into account their own resources and are subjected to the general guidelines established by the Minister of Education and Science and published on the website of the Directorate General of Higher Education before the application period begins.
When a student applies to a public higher education program through the national admissions process, they can apply to a maximum of 6 institution/program pairs, that is, six institution/program combinations, and they indicate their order of preference.
The application for the national admissions process is submitted online via the website of the Directorate General of Higher Education: http://www.dges.mctes.pt.
Therefore, students who wish to apply to a public higher education program must request a password to access the online application system and present the receipt for the password assignment request to the secondary school where they are registered for the national exams, along with the respective exam registration form.
The password assignment request is made on the website of the Directorate General of Higher Education at http://www.dges.mctes.pt. The student must follow all the indicated procedures so that they may print, sign, and submit the receipt for the request at the secondary school they have indicated for validation.
If the student is a minor, the receipt for the request must be signed by the person who is responsible for their education or by their parent or guardian.
As for the receipts for the password assignment requests submitted to the schools during the registration period for the 1st phase of the national exams, the passwords will be sent to the e-mail addresses provided by the students in the password assignment request. As of that date, the receipt for the password assignment request to gain access to the online application system can be presented to the higher education access offices in all the districts for validation.
The password assignment request to gain access to the online application system must be made preferably during the registration period for the 1st phase of the national exams and submitted to the secondary school, along with the registration form. However, the request may still be made by the end of the application period at each phase of the admissions process.
Once password to gain access to the online application system has been assigned, the applicant can use the same password in any phase of the application process.
In the 1st phase of the admissions process, there are special quotas of openings reserved for applicants from the autonomous regions of the Azores and Madeira, applicants who are Portuguese immigrants and their families, applicants who are providing effective military service under the contract regime, and applicants with physical or sensory disabilities.
Students who wish to benefit from the special quotas must apply during the 1st phase of the application process, since there is only one quota in the 2nd and 3rd phases of the application process.
Students who do not meet the conditions to submit their application in the 1st phase can only submit it in the 2nd and/or 3rd phase of the application process.
(this information does not exempt the student from referring to the regulation published in the Federal Official Gazette each year)

An admissions process is organized by each Higher Education Institution (HEI) for admission into professional and technical programs. Each HEI is responsible for establishing the regulations for the admission criteria for each of its professional and technical programs based on their respective areas of study and publishing them in the Federal Official Gazette. Namely, each HEI establishes the enrollment/application deadlines and rules and the criteria for classification and final classification and defines how the assessment should take shape by taking into account the knowledge and skills corresponding to the level of secondary education in the relevant areas for each program.
