Presentation
The Higher Professional Technical Course in Risks and Civil Protection aims to assess and manage natural and technological risks and to intervene in situations of crisis, emergency and public safety.
The proposed course aims to equip technicians with: Knowledge of basic life and earth science and its application in instruments and processes for the analysis and modelling of the structure and functioning of environmental and territorial systems.
Proficiency in assessing, strategizing and overseeing risks—whether natural, technological, or social. This includes formulating both broad and specific mitigation strategies, undertaking relevant studies, devising emergency and safety initiatives and performing safety assessments. All of these skills focus on safeguarding individuals, assets and crucial infrastructure in line with European and national standards.
Skills and abilities to intervene in crisis situations, emergencies and in promoting public safety and territorial qualification (organisation of civil protection, team leadership, selection and use of procedures and equipment, issues related to first aid and assistance).
Innovative attitudes towards organisation models and risk prevention tools and behaviour in imminent crisis or emergency situations, raising society and community awareness, as well as holding agents accountable for risk management.
Knowledge of the organisation and institutional framework (integrated system of emergency and safety networks in Portugal / national civil protection system).
Analytical and conceptual skills required to devise smart models related to management. This encompasses considerations of environmental assessment, cultural, social, economic and financial recovery following serious or catastrophic events, with a focus on risk management, safety and local civil protection.

Who can apply:
- Candidates with a secondary education qualification or a legally equivalent qualification
- Holders of a Technological Specialisation Diploma or a Higher Professional Technical Diploma
- Holders of a higher education degree who wish to seek professional requalification
Candidates over the age of 23 who have passed the exams designed to assess their capacity for higher education attendance can also apply.
Special access contest
International applicants (applicants who do not hold Portuguese citizenship, are not citizens of a EU member state and are not family members of Portuguese or citizens of a EU member state, have not lived in Portugal continuously for more than two years as of 1 January of the application year, are not beneficiaries of equal rights and duties status granted under an international treaty as of 1 January of the application year and who are not applying for higher education admission through special admissions and special entry routes).
All foreign applicants must request the equivalence of their secondary education qualifications from their home country from a Portuguese secondary school. The equivalence of your certificate to Portuguese secondary education is a mandatory requirement for the application.

The Higher Professional Technical Course in Risks and Civil Protection aims to assess and manage natural and technological risks and to intervene in situations of crisis, emergency and public safety.
Graduate profile
Graduates of the Higher Professional Technical Course in Risks and Civil Protection will be equipped to:
- Work in a first-response context for first aid and maintenance of vital functions.
- Collect and interpret European and national legislation and standards in the area of risks and civil protection.
- Work with teams during emergency scenarios and civil protection interventions.
- Identify, select and gather the necessary resources/tools, operate instruments and actively participate in teams in emergency and civil protection contexts.
- Carry out investigations and assessments of potential damages in the context of events to calculate compensation, compensatory measures, or even insurance premiums in accordance with environmental liability.
- Implement systems for environmental protection and conservation, particularly soil, water, air, biodiversity and landscape.
- Implement territorial and institutional risk management systems within the framework of prevention and accountability (ISO 31000).
- Apply risk management principles to territorial management tools and in land planning and management processes.
- Guard against fires and take action in and recover areas at risk or impacted by forest and urban fires.
- Use personal protection equipment in civil protection actions and contexts.
Professional outcomes
Acquiring the necessary knowledge and skills for assessment of natural and technological risks, emergency planning, civil protection and public safety is relevant to a wide range of professional activities, such as:
- Civil Protection Officers (ANPC, PSP, GNR_SEPNA, Red Cross, NGOs, IPSS)
- Security departments in private companies.
- Police forces or security agencies.
- Insurance companies (loss adjusters, premium valuation).
- Forestry associations (forest firefighters).
- Companies involved in the design, production and marketing of safety equipment (producing and marketing safety products).
- State services (central and local administration, ANPC/CDOS and public criminal investigation bodies).
- Municipalities and municipal civil protection offices/services at local, regional and national levels.
- Humanitarian firefighter associations / professional and volunteer firefighting bodies.
- Companies operating in the civil protection areas (production and marketing of equipment and technological solutions).
- Companies operating in the occupational health and safety area (development of self-protection measures for companies/entities).
- Civil protection officers in international agencies and missions.
- Land planning and management offices (working in the field of land planning and management, in the areas of risk prevention, emergency plans, district plans, municipal emergency and civil protection plans, external emergency plans, coastal area planning, etc.).
